Zusammenfassung
Wer den Umweltschutz verbessern will, muß nicht nur über einen effizienten Instrumenteneinsatz nachdenken, sondern auch über die politisch-ökonomischen Nebenbedingungen, von denen die Realisierbarkeit der verschiedenen Lösungen abhängt. Die politisch-ökonomischen Hindernisse für eine effiziente Umweltschutzpolitik können jedoch nicht analysiert werden, ohne daß zuvor geklärt wird, welches umweltpolitische Instrumentarium effizient wäre.
