Abstract
In management theory and its various sub-disciplines, such as strategic management and organization theory, a change in the paradigm has been in progress for some time, away from the classical Taylorist approach to management control (“management control” in the sense of steering the company; for the ambivalent use of the term “control” see Drucker, 1981) towards a new conception which makes the re-integration of thought and action the core constituent. This has been most apparent in the idea of learning organizations (Hennemann, 1996). Criticism of the classical approach is indeed evident in all the classical managerial functions, namely planning, organizing, staffing, directing and control (Koontz/O’Donnell, 1964). In strategic management, earlier optimism about the promise of a synoptical approach to strategic planning has fallen into discredit (Mintzberg, 1994; Wall/Wall, 1995; Noss, 1997). In organization theory, the discussion is dominated by the (ambivalent) catchword “self control” (Schreyögg/Noss, 1994; Kieser, 1994; Oelsnitz, 1995), while in human resources management more emphasis is being placed upon the need to direct management instruments at the development of qualities which go beyond purely functional qualifications (“extra-functional qualifications”) (Klaus, 1989). All of these developments are inevitably reflected in a new understanding of what “directing”, i.e. leadership means. Where general rules and rigid organizational structures resulting from synoptic planning prove to be dysfunctional because flexibility is required, the leadership function (re-)gains importance in order to be able to act according to the specific requirements of the given situation (Puffer/McCarthy, 1996; Bartlett/Ghoshal, 1995). This change in the paradigm has also been suggested in the course of discussions on the subject of corporate ethics, because an ethical sensitization of large organizations within the framework of the Taylorist command model seems improbable. Here, the present discussion refers to the need to restructure management control models via decentralization and participation of all organizational members (Steinmann/Löhr, 1994; Steinmann/Kustermann, 1996a).
