Zusammenfassung

Seit den frühen klassischen Lehren der Außenhandelstheorie haben Ökonomen traditionellerweise betont, daß Freihandel in der Regel positive gesamtwirtschaftliche Wohlfahrtseffekte hervorruft. Tatsächlich gehört dieser Lehrsatz zu den ältesten und wohl bekanntesten in der Nationalökonomie. Schon Adam Smith betont 1776 in “The Wealth of Nations” die Vorteilhaftigkeit des Handels, gleichgültig ob dieser zwischen Wirtschaftseinheiten des gleichen Landes oder zwischen Wirtschaftseinheiten unterschiedlicher Länder stattfindet. Hierauf aufbauend zeigt Ricardo 40 Jahre später, daß es für Länder auch vorteilhaft sein kann, Güter nur deshalb zu produzieren, um sie anschließend gegen andere Güter am Weltmarkt zu tauschen. Diese Analyse wird Anfang des zwanzigsten Jahrhunderts durch die Arbeiten von Heckscher und Ohlin und später von Samuelson ergänzt. Die von diesen entwickelten Modellstrukturen bilden den Kern der “neoklassische Außenhandelstheorie”. Sie zeigen die gesamtwirtschaftlichen Vorteile des Außenhandels sowie die durch den Handel induzierten Struktur- und Einkommenseffekte auf.
