Zusammenfassung
In diesem Beitrag soll der Frage nachgegangen werden, ob sich mit dem Uruguay-Abschluß neue Perspektiven für die Handelsbeziehungen zwischen Industrie- und Entwicklungsländern eröffnen, die die Welthandelsposition der Entwicklungsländer im Interesse ihrer entwicklungspolitischen Ziele verbessern. Kann das Gesamtpaket des Abschlusses, bestehend aus dem erweiterten Zoll- und Handelsabkommen (GATT-1994), dem Abkommen über den Dienstleistungshandel (GATS) und dem Abkommen über Schutz geistiger Eigentumsrechte (TRIP-Agreement), auf Grundlage einer mit der neuen Welthandelsorganisation (WTO) gestärkten Organisationsstruktur die Rahmenbedingungen für die Wirksamkeit weltmarktorientierter Entwicklungsstrategien nachhaltig verbessern? Oder sind die in fast allen Verhandlungsbereichen aufgetretenen handelspolitischen Interessenkonflikte zwischen Industrie- und Entwicklungsländern mit einem mehrheitsfähigen Kompromißpaket gelöst worden, das Vor- und Nachteile lediglich in ein für die Verhandlungsparteien akzeptables Verhältnis gebracht hat? Zur Beantwortung dieser Fragen soll eine Analyse des neuen GATT (GATT-Sekretariat, 1994; Langhammer, 1994; Hauser/Schanz, 1995) aus entwicklungsökonomischer Sicht vorgenommen werden.
