Zusammenfassung

Das Jahr 1978 stellt in mehrfacher Hinsicht einen Einschnitt in der Entwicklung des politischen Systems Algeriens dar: Zum ersten manifestierten sich zu diesem Zeitpunkt Leistungsschwächen, die sich quer durch das politische System zogen. So war der FLN von zunehmender Bürokratisierung, Zentralisierung und Überalterung gekennzeichnet; das Gleiche galt für den aufgeblähten Verwaltungsapparat.
