Die Europäisierung nationaler Staatstätigkeit: Erkenntnisse aus der vergleichenden Policy-Forsehung

Zusammenfassung

In den letzten Jahren lässt sich ein starker Zuwachs von Analysen verzeichnen, die sich mit dem Thema der Europäisierung nationaler Politik befassen. Allerdings wird in diesem Zusammenhang der Begriff Europäisierung in sehr unterschiedlicher Weise verwendet (Ladrech 1994; Radaelli 2000). Auf einer generellen Ebene lassen sich dabei zwei Ansatzpunkte identifizieren. So findet sich erstens eine Vielzahl von Studien, die unter dem Stichwort der Europäisierung der Frage nachgehen, wie nationale Policies, Interessen und Institutionen die Gestaltung von Institutionen und Politikinhalten auf der Ebene der Europäischen Union (EU) beeinflussen. Von dieser Perspektive abzugrenzen ist ein zweites Konzept von Europäisierung, welches auch diesem Beitrag zugrunde liegt. Hierbei ist der analytische Fokus weniger auf dem nationalen Einfluss auf europäischer Ebene, sondern auf dem genau umgekehrten Zusammenhang. Im Mittelpunkt steht das Ziel, mögliche Rückwirkungen zu untersuchen, die von der europäischen Ebene auf die Staatlichkeit in den Mitgliedstaaten ausgehen.1
