Zusammenfassung
‚Europa‘ hat sich seit dem Zusammenbruch der kommunistischen Regime in Mittel- und Osteuropa radikal verändert. Die Definition des „neuen europäischen Raums“ geht einher mit einer Diskussion über den Wandel der Zivilgesellschaft, die diesen Raum bewohnt. Unabhängig davon, in welche Richtung sie sich entwickelt, scheint es, als ob die europäische Zivilgesellschaft einmal mehr sein wird als die Summe der Zivilgesellschaften in Europa (Outhwaite, 2000); bereits jetzt bemüht man sich, durch die Einfuhrung von Elementen transnationaler Verwaltungsstrukturen die diskriminierende Funktion nationaler Grenzen aufzuheben. Institutionalisierte grenzüberschreitende Beziehungen werden zu einem Wandel der Identitäten und der Selbstwahrnehmungsmuster führen und eine ‚Europäisierung Europas‘ fördern. In diesem Zusammenhang ist es nur verständlich, dass auch die Gestaltung einer transnationalen Jugendpolitik immer stärker hervorgehoben wird: einige Jugendthemen gehen über die Hoheitsgebiete der Nationalstaaten hinaus, und es ist sinnvoller, sie aus einer grenzüberschreitenden Perspektive heraus zu betrachten. Trotz der Anstrengungen, die einige internationale Organisationen wie der Europarat unternommen haben, bleibt Jugendpolitik jedoch eng an die Kontexte und Prioritäten der staatlichen politischen Maßnahmen gebunden. Allerdings bietet ein Austausch über Politikansätze und entsprechende Erfahrungen, der über die Grenzen der europäischen Nationalstaaten hinweg und über die eng gefasste Region eines Europa der 15 hinaus stattfindet, die Gelegenheit, sowohl die Beiträge, die Jugendpolitik möglicherweise zum Aufbau einer Zivilgesellschaft leisten kann, als auch die damit verbundenen Probleme zu bewerten und kritisch zu reflektieren.
