Zusammenfassung

Mit dem Ersten nationalen Armuts- und Reichtumsbericht der Bundesregierung (BMAS 2001) auf dem Höhepunkt ihrer Institutionalisierung angelangt, wird die Armuts- und Ungleichheitsforschung auf ein Problem aufmerksam gemacht, das wissenschaftsintern seit langem bekannt ist: wenn ihre Aufgabe darin besteht, Armut zu definieren, hat sie versagt. Enttäuscht stellt der Kommentator fest, dass die Armutsforschung offenbar nicht in der Lage ist, eine wissenschaftliche Begründung fir die Politisierung von Armut und sozialer Ungleichheit zu liefern. Die Ergebnisse sind nicht so formuliert, dass sich die aktuelle Armutspolitik daran messen ließe.

„Der Bericht sagt .... , es gebe zwischen vier und 14 Millionen Arme. Na das hätten wir zur Not auch ohne Bericht von Hand geschätzt … Aus ihrem Dilemma hätte die Wissenschaftler einzig eine Politik befreien können, die entscheidet, was sie für Armut hält“ (Leitartikel im Tagesspiegel am 26.04.01 anlässlich der Veröffentlichung des Ersten Armuts- und Reichtumsberichts der Bundesregierung).
