Zusammenfassung

Wohl kaum eine Partei in Westeuropa kann auf eine ähnliche Erfolgsgeschichte auf dem Wählermarkt zurückblicken wie die spanische Volkspartei Partido Popular in den 1990er Jahren. Dabei war die Partei, die unter dem Namen,Volksallianz’ (Alianza Popular) im Herbst 1976 gegründet worden war, lange Zeit weit entfernt davon gewesen, im spanischen Parteiensystem überhaupt nur annähernd mehrheitsfähig zu werden. Gegründet von sieben ehemaligen Funktionsträgern des Franco-Regimes, angeführt vom ehemaligen Informationsminister Manuel Fraga, hatte die Partei zu Beginn ein betont rechtsautoritäres Profil und bekannte sich erst zögernd zum neuen demokratischen System. Auch wenn die Partei aus ihrer Position einer Minderheitenpartei mit lediglich 8% der Stimmen nach dem Zerfall der Mitte-Rechts-Formation UCD zu Beginn der 1980er Jahre1 zur stärksten Oppositionspartei gegenüber den hegemonialen Sozialisten (PSOE) aufsteigen konnte, so verblieb sie doch bis zu Beginn der 1990er Jahre in ihrem 26-Prozent-Turm. Erst mit dem Wechsel an der Parteispitze zu José María Aznar im Jahr 1990 gelang es der nun in Partido Popular (PP) umbenannten Partei, zunächst das gesamte Mitte-Rechts-Spektrum zu besetzen, zu den regierenden Sozialisten aufzuschließen und schließlich selbst zur mit Abstand stärksten Partei zu werden.
