Zusammenfassung
Indien feiert sich gerne als größte Demokratie der Welt, ein Eigenlob, das zumindest nicht ganz unbegründet ist, betrachtet man die Dauer dieser Regierungsform dort im Verhältnis zu ihrem Schicksal in anderen Entwicklungsländern, vor allem aber Größe, soziale, religiöse und ethnische Zerklüftung des Landes sowie die hier — vor allem zu Beginn der demokratischen Entwicklung — vorherrschende massive Armut und sozioökonomische Rückständigkeit. An der Wahrung demokratischen Kontinuität, am Management der zwangsläufig bei der sozialen Mobilisierung auftretenden Konflikte und an der Einübung einer demokratieförderlichen politischen Kultur hatten die indischen Parteien — allen voran zunächst die Kongresspartei — einen erheblichen Anteil. Freilich ist auch nicht zu übersehen, dass ihr positiver Beitrag im Zuge zunehmender politischer Bewusstwerdung niedriger Schichten und religiöser Polarisierung sowie damit einhergehender Deinstitutionalisierung indischer Parteien — sowie parallelem Siegeszug populistischer Mobilisierung — deutlich geringer wurde (Kohli 1990).
