Die gesellschaftliche Verankerung politischer Parteien

Zusammenfassung

Ausgehend von der Erfahrung in den westlichen Demokratien weist die politische Theorie den Parteien eine Reihe von wesentlichen Aufgaben im politischen System zu. Als zentrale Klammer zwischen Gesellschaft und politischem System dienen die politischen Parteien insbesondere der Repräsentation der Bevölkerung; d. h. sie dienen insbesondere der Interessenartikulation und -aggregation. Darüber hinaus dienen die politischen Parteien der Mobilisierung der Bevölkerung; sie rekrutieren das politische Personal und stellen die Regierung. Ausgehend von diesen Funktionen politischer Parteien in voll entfalteten Demokratien wurde in den letzten Jahren auch auf die Bedeutung von Parteien in politischen Transitionsprozessen hingewiesen. Aufgrund ihrer Bedeutung für die Vermittlung gesellschaftlicher Interessen an das politische System gelten gut institutionalisierte Parteien mit einer engen gesellschaftlichen Verankerung allgemein als eine wichtige Bedingung für die Konsolidierung junger Demokratien (vgl. Mainwaring und Scully 1995; Bendel 1996; Bendel und Grotz 2001; Merkel 1996).
