Zusammenfassung

Der Neoliberalismus ist Geschichte. Zumindest in neueren wissenschaftlichen Veröffentlichungen hat schon eine Historisierung der neoliberalen Strukturanpassungspolitik begonnen, die unter dem Label, Washington Consensus’ (Williamson 1990) ab Anfang der 1980er Jahre in vielen Entwicklungsregionen eine profunde Transformation eingeleitet hat (Gilbert/Vines 2000). Allen voran proklamiert die Weltbank seit einigen Jahren einen Paradigmenwechsel, der als, Post-Washington-Consensus’ einen neuen Abschnitt entwicklungspolitischer Zusammenarbeit einleiten soll. Die einstigen Protagonisten neoliberaler Politik beginnen hierbei neue Politikfelder jenseits der Ökonomie zu besetzen — von wachsender Bedeutung sind die neoliberale Sozialpolitik und die internationale Armutsbekämpfung. Mit einem Blick zurück und nach vorn werden im folgenden die Qualität und die Potenziale dieses vermeintlichen Paradigmenwandels unter die Lupe genommen.
