Das EUREK zwischen Anwendbarkeit und Umsetzbarkeit

Zusammenfassung

Das Europäische Raumentwicklungskonzept (EUREK) ist bemerkenswert. Was sein Entstehen anbelangt, kann auf frühere Publikationen hingewiesen werden (Faludi 2001; Faludi, Waterhout 2002). Wessen Angelegenheit europäische Raumentwicklungspolitik ist, die der Mitgliedstaaten oder der Gemeinschaft, hat dabei eine große Rolle gespielt. Deutsche Stimmen nahmen gegen eine gemeinschaftliche Raumentwicklungspolitik Stellung. Dietrich Fürst war da keine Ausnahme (Fürst 1997). Andere Veröffentlichungen des Autors stellen die Frage nach den Kriterien für eine Evaluation des EUREK und insbesondere mit der Frage, ob es dabei um seine Umsetzung oder Anwendung geht (Faludi 1999, 2000, 2003a). Nach Darlegung dieser Überlegungen beschäftigt sich dieser Beitrag mit der vielschichtigen Wirklichkeit der Anwendung das EUREK. Vorausgeschickt sei, dass der überraschenden Vielfalt an Anwendungen seines Gedankenguts zum Trotz dem EUREK nicht unbedingt eine goldene Zukunft vorausgesagt werden kann. Falls der Prozess überhaupt seine Fortsetzung findet, dann wahrscheinlich in anderer Form, wobei die Rolle der Europäischen Kommission eine nachdrücklichere sein wird als bisher. Auch wird der französisch geprägte Begriff des territorialen Zusammenhaltes eine große Rolle spielen.
