Zusammenfassung
Politische Partizipation ist in den etablierten Demokratien zu einem Problem geworden. Dies signalisieren empirische Studien, die eine abnehmende Bereitschaft zur politischen Beteiligung feststellen. Für die USA ist dieser negative Trend über eine Reihe von Beteiligungstypen hinweg dokumentiert. Die Zahl derer, die an politischen Wahlen teilnehmen, ist hier ebenso gesunken wie die Mitgliedschaft in politischen Vereinigungen aller Art (Texeira 1992; Putnam 1995; Putnam 2000). In anderen etablierten Demokratien beobachten wir ähnliche Entwicklungen, die allerdings weniger deutlich ausgeprägt sind (Flickinger/Studlar 1992; Dalton 19962: Franklin 2002).
