Zusammenfassung
Anfang der 90er Jahre, nachdem die Convention on the Rights of the Child ratifiziert war und bereits über 170 Staaten unterzeichnet hatten, trat ein Thema in den Vordergrund, das bis dahin nahezu unbekanntes Terrain war: Kinder im Krieg. Es kam auf, als sich Regierungen und weltweite Organisationen im Zuge der Konvention vermehrt mit Kindern in globalen Konflikten beschäftigten und sollte schon bald eine Eigendynamik erfahren. Die kanadische Regierung, allen voran der ehemalige Außenminister Lloyd Axworthy, hat an diesem Prozess maßgeblich mitgewirkt. Man kann sagen, dass Kanada binnen kurzer Zeit zum Anführer wurde in einem Kampf, der sich diesmal nicht gegen Landminen richtete, sondern speziell gegen die Ausbeutung und den Einsatz von Kindern in Kriegen bzw. in bewaffneten Konflikten.
