Zusammenfassung
Am 20. Oktober 1999 wandte sich der kanadische Botschafter Chistopher Westdal an das Erste Komitee der Generalversammlung der Vereinten Nationen mit folgendem Satz: „Die Sicherheit von Menschen steht im Mittelpunkt kanadischer Außenpolitik — Sicherheit für Kanadier, aber untrennbar damit verknüpft der Schutz aller Menschen auf globaler Ebene durch die Förderung von Entwicklung und Menschenrechten und die Sicherung unschuldiger Individuen in bewaffneten Konflikten“(Westdal 1999: 1).
