Zusammenfassung

1998 erhielt zum ersten Mal in der Geschichte der Bundesrepublik Deutschland eine Koalition „links“ der Mitte die Chance, Politik zu gestalten. Obzwar viele Anhänger von Rot-Grün nach 16 Jahren einer christlich-liberalen Regierungskoalition unter Helmut Kohl die Chance für einen Politikwechsel als gegeben ansahen, basierte das Wahlergebnis primär darauf, dass die CDU „politisch verbraucht war“ (Stöss/Neugebauer 2002: 7). Für viele überraschend wurde die rot-grüne Regierungskoalition unter Bundeskanzler Gerhard Schröder im September 2002 knapp im Amt bestätigt. Folgt man den Kompetenzzuschreibungen der Wählerinnen und Wähler im Wahljahr 2002 wurde der rot-grünen Koalition nicht aufgrund ihres innenpolitischen Leistungsprofils bzw. eines überzeugenden Programmangebots eine zweite Chance eingeräumt, vielmehr basierte ihre Wiederwahl maßgeblich auf erfolgreichen wahlstrategischen Weichenstellungen der Regierungsparteien und Fehlentscheidungen der Oppositionsparteien. In diesem Zusammenhang muss vor allem auch das bundesdeutsche Wahlrecht hervorgehoben werden, das das Weiterregieren ermöglichte, denn es ließ die PDS knapp an der 5-Prozent-Hürde scheitern, erlaubte den Anhängern von Rot-Grün ihre Stimmen zu splitten und sicherte der SPD vier Überhangmandate; diese Faktoren brachten schließlich eine knappe, aber doch klare Mehrheit für Rot-Grün im deutschen Bundestag hervor (Stöss/Neugebauer 2002).
