Zusammenfassung

Trotz anfänglicher Skepsis haben sich am westlichen Rand des ehemaligen sozialistischen Blocks funktionierende Demokratien entwickelt. Wahlen werden manipulationsfrei abgehalten, Interessenartikulation und -aggregation haben sich pluralisiert, Regierungswechsel sind eine Selbstverständlichkeit. Der Beitritt zur Europäischen Union steht bevor. Viele Elemente des politischen Transformationsprozesses - der Umbau der sozialen Sicherungssysteme, die Inklusion struktureller Minderheiten, der wirtschaftspolitische Kurs - wurden in eine Richtung entwickelt, die mit dem westeuropäischen Modell kompatibel ist. Mit dem Beitrittsangebot der EU an acht mitteleuropäische Staaten ist die Phase eingeläutet, in der nicht mehr von Transformationsstaaten, sondern von (gleichwohl schwachen) demokratischen Wohlfahrtsstaaten mitteleuropäischer Prägung die Rede sein wird.
