Zusammenfassung

Die Warnung der deutschen IT-Industrie, fehlende Rekrutierungsmöglichkeiten von ausländischen Computer- und Softwareingenieuren bedeuteten für die deutschen Unternehmen einen internationalen Wettbewerbsnachteil, veranlasste die deutsche Bundesregierung im Mai 2000 ein „Green Card“-Programm einzuführen, mit dem bis zu 20.000 hochqualifizierten Arbeitskräften außerhalb der EU die Einreise nach Deutschland erlaubt werden sollte. Um Unterstützung für diese Initiative zu gewinnen, erklärte Bundeskanzler Gerhard Schröder, Deutschland müsse in Zeiten der Globalisierung weltoffen sein. Die internationale Konkurrenz um die besten Köpfe sei groß und Deutschland mache einen Fehler, wenn es an diesem Wettbewerb nicht teilnehme. Diese Äußerung spiegelt eine grundlegende Wende in der deutschen Ausländerpolitik hin zu einer Einwanderungspolitik wider. Neben der Änderung des deutschen Staatsangehörigkeitsrechts — das von der rotgrünen Regierung 1999 eingeführt wurde und zum ersten Mal den Erwerb der Staatsangehörigkeit qua Geburt auf dem Gebiet der Bundesrepublik (ius soli) vorsieht — verdeutlicht auch das neue Green Card-Programm die neue liberale Einwanderungspolitik Deutschlands. Zeitgleich mit der Verabschiedung des Green Card-Programms erklärte die Regierung Schröder allerdings, dass es den IT-Arbeitern nicht gestattet werden sollte, auch ihre Familien mitzubringen.
