Zusammenfassung
Die internationale Politik wird seit dem Ende des Ost-West-Konflikts immer stärker von Tendenzen der Globalisierung und der Integration von Staaten geprägt. Der Nationalstaat galt und gilt bei vielen Politikern als „historisches Auslaufmodell“und die Zukunft soll nach dieser Auffassung integrierten, größeren Zusammenschlüssen von Staaten und Nationen gehören. Dem scheint das Entstehen neuer oder wiederhergestellter früherer Nationalstaaten in Europa zu widersprechen. Der Zerfall multinationaler Staatsgebilde wie der Sowjetunion, Jugoslawiens und der Tschechoslowakei zu Beginn der neunziger Jahre hat zu dieser Entwicklung geführt. Bei fast all diesen neuen Ländern handelt es sich um kleine, zum Teil ethnisch heterogene Staatsgebilde. Ihre ökonomische und politische Lebensfähigkeit im Zeitalter der Globalisierung und Integration in größere Einheiten erscheint daher fraglich. Viele dieser kleinen Nationen mussten nun erstmals als eigenständige Akteure der Weltpolitik agieren und ihren Platz im heutigen System der internationalen Politik suchen. Die heutige Umbruchphase in den internationalen Beziehungen und in der Weltwirtschaft stellt für die Außenpolitik dieser neuen Nationalstaaten eine große Herausforderung dar. Es ist zu fragen, wie sich diese Staaten im internationalen System behaupten und welchen Platz sie in der Weltpolitik einnehmen können.
