Abstract
This chapter aims to provide information about and an analysis of changes in Lithuanian education policy regarding educational leadership, including school leadership. The chapter is based on a study of policy materials, reflection on experience obtained by the authors through direct involvement with educational reform, statistical data and theoretical frameworks drawn up by scholars. The chapter outlines the reasons for exploring the experience of a small country, describes the broader context within which educational reform is taking place, defines educational leadership as a quality that should be an inherent attribute of teachers, schools, sub-systems and the entire education system, analyses reform in practice—the creation of an infrastructure for leadership development in terms of objectives, results and impact based on the example of the ‘Time for Leaders’ project—and ends with some generalisations on how to have a positive impact on ongoing change in educational reform in a small country.
