Water Governance Diversity: The Progress of Water Services in Portugal, a Silent Revolution

Abstract

Since the definition in 1993 of a new public policy for the water services, a positive evolution in its provision has occurred in Portugal, with an increase in social well-being and its impact on public health and the environment; although some aspects are still in need of improvement. Regulation has played an important role, insofar as it has promoted, enforced, and monitored most of the components of this public policy. It has also contributed towards transparency of these services, bringing more responsibilities and scrutiny and creating a more demanding society, and positive pressure for improving the performance of the sector. This chapter describes the new public policy for water services implemented in Portugal, the corresponding evolution of the regulation of water services, and the results achieved.
