Abstract

The authors have been working on developing a framework for SPI strategy in one of the working groups at “Japan SPI Consortium (JASPIC)”. Our objective is to identify important (i.e. influential) strategic factors when promoting SPI, and to understand how they are evaluated and determined, so that the SPI efforts become more successful. Based on the “SPI Strategy Model” we presented in 2012, we expanded it to “SPI Strategy Framework” by adding more strategic factors to the model, establishing evaluation methods for the factors, and devising a diagnostic method to analyze the weaknesses in the strategy using the relationships among the factors. This paper describes the contents of the current Framework, reports the results of its application to SPI efforts, and discusses the applicability and usefulness of the Framework.
