Abstract

In addition to urban development, colonization and land use change, the structure of government was in itself a key determinant of geographical change, because it reflects the role of the main decision makers, referred to in this book as “planning actors”. This chapter deals with the role of government and administration in successive historical periods and attempts to throw light on their impact. The difference between, e.g., Greek city-states and imperial Roman or Byzantine structures is stressed, while in the Modern Era emphasis is placed on the variations between countries like Britain or France. The common thread is the effect of administrative systems on territorial organization effected through the differentiation of regions.
