Abstract

The theme of this chapter is mainly land and natural resources, which, after the Second World War, was a source of anxiety particularly in less developed or socialist countries. Land reforms were deemed urgent and the development of natural resources, especially minerals, was given priority. These preoccupations are reflected in theoretical studies, policy documents and government actions. An equally urgent matter, dealt with in this chapter, was the facilitation of trade and the promotion of transportation networks. This coincided with new conceptions of the nature and process of planning, influenced by the rise of systems thinking and its emphasis on territorial connectedness and flows of people and goods. Although such theoretical debates were unknown in the historical periods explored in this book, the essence of several twentieth century policies was present. This chapter is concluded, as in previous ones, with a section on “the past meets the present”, where this historical experience is summarized as a counterpoint to contemporary planning.
