Russia’s Vision of EU Migration Policy (2011–2015): Critical Assessment

Abstract

This chapter focuses on changes in Russian images of the European Union’s social affairs since the year 2011. In 2011, EU–Russia relations were challenging yet were based on partnership. Visa-liberalisation talks were at the core of Russia-EU social affairs. In 2015 several crucial events that became a historical watershed in EU–Russia relations took place. The new EU Global Strategy on Foreign and Security Policy labelled Russia as a ‘strategic challenge’. Comparing across time the EU-related media frames found in Russia’s two the most influential newspapers, this chapter explores the changes in the framing of the EU’s social affairs by the Russian media in 2011 and 2015 and poses two key questions: Does Russia see the EU’s migration policies as just and beneficial to the EU and the world? What is Russian media’s position on the outcomes of the EU’s current migration crisis and how Russia’s media can explain them?
