Abstract
First, before entering into the controversy of government at various levels, it is necessary to state the general explanation of the term “government” and how it is used. The vertical dimension of government is the political structure of the legal organization, which is based on the foundation of public demand and public satisfaction in a specific human group, and the land of its horizontal face is counted.
