Abstract
The chapter is devoted to the study of the role of international organizations and integration associations, as a special category of participants and subjects of lawmaking in the sphere under study.

In the scientific doctrine, three models of state energy policy are singled out. The first model—national monopoly—is typical for states that have significant energy resources. Its distinctive feature is the attitude to energy policy as a separate economic segment, largely controlled by the state. The second model is national-competitive, where the dominant position is taken by the liberal doctrine, which calls for a reduction in state intervention in all sectors of the economy. And, finally, the new, emerging third model of the state energy policy is integration-competitive, designed to create a common energy market and to develop a unified state policy for a number of countries (Note of the authors).

The organization of oil-exporting countries is an international intergovernmental organization set up by oil-producing countries in order to control oil production quotas (Note by the authors).
