Abstract
There are three methodologies or tools upon which the Strategic Energy Effectiveness Framework is built, all of which are adaptations of other methodologies used elsewhere, some with a slightly different slant. This confluence enables strategic utility management in small to mid-sized organizations that has not been possible before. The three areas are the application of financial analysis in a broader way to energy projects, the availability of monitoring and control systems that are easy to install and cost-effectively provide real-time data and attendant analyses or applications, and new ways of understanding the role of people in the success or failure of energy projects. Examples are provided for some of the complication attendant upon the adaptation of financial models. Strategies for involving people drawn from the fields of behavior economics are key to energy management, or human energy management. Multiple examples of reports or analyses from energy monitoring systems are shown. The chapter discusses these tools and methodologies as well as potential funding sources for utility projects.
