Abstract

The current system of international regimes has made cooperation between States possible, appealing to rational self-interest and the compatibility of complementary interests, fundamentally in the field of world economy. However, these multilateral institutions have suffered serious ethical questions because the benefits they have produced for the global south have been marginal. As a result, these countries have sought to create their own institutional spaces to cooperate, especially in the field of science, technology and innovation (STI). This article attempts to recover the conceptual proposals of Professor Robert O. Keohane about the ethical value of international cooperation within the system of current regimes, extrapolating into the domains of international cooperation in STI to identify the biggest challenges for the global south; and, thus, try to understand the motivations and efforts that the countries of the South have made to achieve fairer institutional cooperation spaces based on South-South cooperation (SSC), under the aegis of the UN.
