Abstract
This chapter looks at the conclusions of the book. The successful management of human mobility requires more effective coordination among countries at the global level. Although implementing an international regime to govern migration is still far to reach, at a regional level, the EU has the responsibility to adopt a set of guiding principles to ensure a migration management strategy that safeguards migrants’ humanity and their human rights. Thus, this chapter puts forward an approach to address and avoid future humanitarian emergencies in the EU’s territory while guaranteeing migrants’ fundamental rights. It concludes that given the EU’s inability to adopt and implement a common policy to effectively manage migration flows in its southern border, the Union uses a deterrence strategy based on minimum common denominators. Furthermore, it determines that the success of the migration governance model in the Mediterranean depends on the complementarity between different levels of action and distinct actors, where the dimension of deterrence prevails through the management of external borders and cooperation with third countries.
