Shared Governance in International Institutional Law
This chapter seeks to establish a theoretical framework for SADC that is not only democratic and anchored in the rule of law; but one that also provides for an inclusive framework of norm setting, implementation, and oversight. This chapter discusses the elements of the concept of shared governance and whether this concept may be suitable for an organisation like SADC. The chapter also discusses related theories such as participatory democracy in order to demonstrate the distinguishing features of shared governance as an organisational theory. This chapter seeks to highlight the core normative elements of shared governance, rather than embark on a discussion of the concept’s genealogy and its strengths and challenges in the fields where it has been applied.
