Exporting Transnational Education

Abstract

This chapter discusses the current transnational education (TNE) debate at the national policy level in the Netherlands, and the research that has influenced this debate. The chapter looks at the Dutch government’s strategic aims of TNE and emerging policy directions, which are meant to further encourage internationalisation of higher education in the Netherlands. An overview is given of current TNE practices. While the Dutch government debate is relatively recent, Dutch higher education institutions already offer international joint programmes or online courses abroad, with some institutions exploring franchise arrangements and one running international branch campuses. Outlining upcoming changes in national legislation to encourage TNE development, the conclusion attempts to identify an emerging model and potential implications of the new TNE law.
