Abstract
The engagement of German higher education institutions (HEIs) in transnational higher education (TNE) follows a strategic national focus on broader political over economic aspects which contrasts with the mainstream perception of TNE as primarily a tradeable service. From a German perspective, TNE constitutes a strategic element of higher education (HE) internationalisation as well as an instrument of science diplomacy or development cooperation enabling regional and bilateral collaboration. This chapter explores the concept of TNE underlying this approach and gives an overview of the quantitative dimension of German TNE provision. Following an outline of the development of German TNE engagement, it discusses ten key factors which have proved crucial for the success of the described TNE operations. This chapter concludes with a discussion of the main political and institutional motivations informing the German collaborative approach.
