Case Illustration: Creating EnerServe

For additionally illustrating the enterprise design concepts outlined in Chap.  4, the concepts are applied in the transformation of an existing energy company into a new (fictitious) energy company called EnerServe in aiming to address the requirements and opportunities of Europe’s open energy market. After sketching the characteristics of this new market and the paradigm shifts these characteristics imply—the new strategic context which design should address—the design aspects and areas of concern for EnerServe are defined. With reference to the essentials of enterprise change outlined in Chap.  3, the character of change for creating EnerServe is described. Since EnerServe, as an ideological choice, adopts the employee-centric theory of organization, specific attention is paid to culture and behavior change and the provisioning of meaningful work and the way to effectuate these desirables through enterprise design. Given these desirables, various concrete examples of enterprise requirements and enterprise architecture are given, which also express the argued holistic, enterprise-wide perspective as a crucial condition for EnerServe’s operational and strategic success. EnerServe’s design starts with developing its essential models, as outlined in the previous chapter. A considerable problem in creating EnerServe is addressing the historically created complexity of IT systems (‘IT legacy complexity’). Organizational means to address this complexity are outlined, which further illustrate the need to address IT from within the overall enterprise governance perspective. For creating successful change, the arrangement of enterprise governance and the central enterprise governance function and processes is crucial. All these topics are discussed within the context of EnerServe, including the levels of enterprise governance maturity. Finally, the personal competences of enterprise engineers are outlined.
