Abstract

Globally, the multimedia era had begun. New electronic communications services, such as cable TV and satellite broadcasting, became important ways to further the introduction of new media. Developed countries regarded information and communications sectors as their information infrastructure. The Korean government established the information and communication sector as the nation’s key strategic area of growth. Cable TV was introduced under the information policy framework. However, in the process a collision between market and public interest value was revealed. Nevertheless, the launch of cable TV greatly increased the number of media companies. Small and medium-sized enterprises entered the media industry for the first time. However, civil society criticized cable TV as an example of a national project failure. It demanded countermeasures to protect the public interest.
