Changes in the Media Industry’s Value and Governance in the 1990s

Abstract

The value of competition and autonomy was emphasized in the media industry. In broadcasting, the original public service broadcasting system changed to a mixed system of public and commercial broadcasting. Commercial media companies expanded, which led to a fiercely competitive environment. In order to nurture the independent production industry, the independent production quota was mandated. The export of TV programmes created the cultural phenomenon of the ‘Korean Wave’. Against the government and media industry’s market-orientation trends, civil society expressed strong opposition to the industrialization of the media and gradually expanded its scope, influencing policy decisions.
