From Media Governance to ICT Governance

Abstract

Over the last few years, there has been an increasing demand for expansion from media governance to ICT governance, as media was not seen as media alone but rather in the framework of ICT. The horizontal governance model was introduced from a layered regulatory model. In Europe, a horizontal regulatory system based on the layer model was institutionalized. The new Korean government sought to promote the change in the ICT governance system through the reorganization of the Ministry of Science, ICT, and Future Planning and the KCC. The dual ministry was the result of an attempt to balance public interest protection and industry growth. Nevertheless, civil society expressed concerns regarding the inclusion of media in ICT governance.
