Aspects of Management Planning for Cultural World Heritage Sites

Abstract

Conservation is on the heart of UNESCO’s Convention Concerning the Protection of the World Natural and Cultural Heritage. Prerequisite for the development, implementation and evaluation of effective and sustainable conservation measures is a functioning management system or management plan. Such a system or plan is an integrated planning and action concept that lays down goals and measures for the protection, conservation, use and development of World Heritage Sites. Since 1972, the year of the adoption of the World Heritage Convention by the General Assembly, the guidelines and appropriate tools have been improved, respectively, provided according to the increasing number of endangered World Heritage Sites. Deficits in the management systems and missing or not adequately implemented management plans are topping the list of the globally most reported factors affecting the properties. In this context, the evolution of the management concept of the World Heritage Convention is described, supplemented by a proposal for modules for a management plan.
