Abstract
This Chapter describes the system for regulating the provision of water services in Italy that led to a radical reformation in 1994. Already in the previous decades, various pieces of legislation had tackled issues related the use of water resources, such as environmental preservation and protection from flooding and other water-related dangers. The 1994 reform, instead, aimed to reconfigure water regulation with a focus on the financial sustainability of water service provision. Features of the design of the 1994 water reform included the centralization of water services into a fewer number of providers, the creation of new sub-national water regulatory authorities, and the combination of concession contracts with a regulatory system based on IRAs.
