Abstract
Regulatory reforms are policy initiatives that are intended to reconfigure the regulatory system of particular sectors. This chapter explains that regulatory reforms take place for a variety of reasons, which include evidence of poor performance, favorable ideational climate, external pressures, stakeholders’ interests, financial and fiscal conditions and technological change. Since the 1970s, many countries in the world have reformed the regulatory systems of infrastructure and utilities sectors. Evidence of performance improvements in the post-reform stage, however, is not consistent, for reasons that also include various sources of obstacles to implement regulatory reforms that threaten established interests. The chapter concludes with the discussion of the regulatory reform of electricity in China in the 1980s and 1990s.
