Abstract
In this begins by describing the ambitious plans of Africa’s first independent governments to create a Pan-Africanist military force that would support efforts to end colonial rule in the Portuguese colonies. It then details the collapse of hopes that the Kennedy administration would pressure Portugal to follow the lead of London and Paris and grant independence to its colonies. The author also describes how shifts in US policy, together with Portuguese obduracy, caused Mondlane’s views to begin to harden.
