Abstract

Since 2009, per capita GHG emissions in Stockholm have been reduced by 30%. This significant achievement has been due to a range of factors, including policy action by the city government focusing on mitigation initiatives. There has been international recognition for the city in terms of the level of political commitment and the partnership arrangements between governments and the private sector that support innovative sustainability initiatives. The city government has established a management system designed to mainstream sustainability considerations into municipal operations and to measure the achievement of outcomes. This chapter will attempt to outline the policy action being taken by the Stockholm city government by first outlining the anticipated impacts of climate change on the city; second, it will examine the roles and responsibilities of local government in Sweden; the third section will outline the approach taken by the City of Stockholm to planning, including the approach taken to implement, monitor, and report on climate change policies; fourth will be an analysis of the implementation process using the performance management framework established in Chap. 4.
