Abstract
Trauma theory offers a conceptual framework to guide a process for more effective infusion of knowledge about trauma, its impact, and empirically supported interventions in child welfare agency practice with children and families. This chapter describes the impact of trauma on children and agency culture and provides an introduction to the conceptual framework of phase-oriented trauma treatment, discussing how the three phases of stabilization, integration and consolidation can be aligned with the child welfare goals of safety, permanency, and well-being. Safety is achieved through stabilization, permanency through integration, and well-being through consolidation of the traumatic experiences. The focus of chapters in the remainder of the book are then summarized.
