Policy Options for Enhancing Individual and Organizational Integrity

Understanding the potential root causes for the different forms of police deviance will permit police leaders and policy makers to consider and develop revised policy and procedural guidelines that could enhance individual and organizational integrity and professionalism. Prehiring vetting measures can be improved to ensure that potentially problematic employees would not be hired in the first place. Considerations in this regard would involve specifically enhanced psychological screening and more thorough background investigation. Further research is required to determine if the findings of identified indices on commonly used psychological screening instruments and personality indices that have proven to be highly correlated with police deviance and later misconduct can be replicated in an effort to more effectively screen for potentially problematic behavior later in an officer’s career. Many research studies have indicated that requiring 2–4 years of college education prior to hiring will generally result in more professional and effective police personnel. In addition, random and targeted drug and alcohol testing should be strongly considered in an effort to maintain higher police professional standards.
