Abstract
Duncan Giddens explores the role and key elements of environmental risk management in securing compliance and improving environmental performance.
In an imperfect world, there is a continuing need for interventions from the state to correct market failures. But regulation—and regulators—must adapt to the ways that organisations operate in the modern world. Regulators—and interventions—may need to ‘nudge’, rather than ‘prescribe’, to change behaviour and achieve desired outcomes.
Management systems can help organisations to make the transition from imposed regulation to proactive management. To be effective, environmental management must take account of economic and social interactions. Each organisation is unique and should decide what works best to manage its environmental, economic and social risks and opportunities.

319,324 certificates for ISO 14001 were issued worldwide in 2015, compared to 1,03,3936 certificates for ISO 9001, the standard for quality management systems (ISO Survey 2016).

Environment Agency staff numbers have been reduced from 12,500 in 2008 (England and Wales) to 9600 in 2016 (England) (Environment Agency 2008/9 and 2015/16). This includes approximately 1000 staff transferred to Natural Resources Wales in 2013 (Environment Agency Wales 2012).
