Abstract
Transformations on the global political stage and in domestic social policies affect the ideological notion of US citizenship, the well-earned rights and privileges of citizens, and the rules of inclusion in American society. These transformations also threaten to change the scope of the government’s power to monitor the private lives of citizens. We therefore need to take account of the complicated story of citizenship, not only to figure out how and why we are at this critical juncture, but also to chart out a logical, coherent, and fair understanding of our rights as citizens, our relationship with the state, and our role in this ongoing and fluctuating relationship.
