The Path to the Creation of a Program for the Protection of Human Rights Defenders

Abstract

This chapter analyses the political events surrounding the creation of the Brazilian Program for the Protection of Human Rights Defenders (PPDDH). The second section focuses on events before the creation of the PPDDH, from 1984 to 2003. The third section concentrates on the construction of the PPDDH in 2004. The fourth section contemplates the PPDDH’s implementation, from 2005 to the present day. Overall, the chapter demonstrates that there were significant international, regional and domestic events that interconnected to make possible the PPDDH’s establishment. It shows that transnational advocacy networks (TANs), as well as international and regional human rights systems played an important role in pushing forward the protection of human rights defenders globally, regionally and, particularly, in Brazil. Largely, it shows that the relationship between organized civil society (OCS) and the Brazilian State regarding the protection of human rights defenders is complementary and that some of the tensions from this relationship have reached the international and inter-American human rights systems. The final section explains how these significant international, regional and domestic events have interconnected to make possible the rise of the PPDDH by answering the research questions: Why was the PPDDH created in 2004? How did its creation reflect developments in human rights since the 1970s?
