Abstract
In 2012 Turkey adopted the Act no: 6360, creating 14 new metropolitan municipalities and raising the number of metropolitan municipalities to 30. The reform has had two main policy solutions concerning service delivery. First, urban services delivered by metropolitan municipalities are now destined to a larger area which is not entirely urban. Second, metropolitan municipalities have been charged with the provision of rural services as a result of the abolishment of special provincial administrations (SPA). This chapter attempts to evaluate the first outcomes of the reform on service delivery, using the data obtained from a newly created metropolitan municipality.
