Abstract
This chapter assesses the political conditions in Guyana that created the basis for the presence of international observers. These include electoral fraud, racial conflict and the existence of deep political tensions. This chapter also considers other features of Guyana’s electoral system which required technical and administrative support. It also discusses the Guyana’s desire to show the international community its commitment to improving the electoral process.
